IntelTurbo-Boost and AMD Turbo CORE may be nice for gaming but they're a nuisance for performance benchmarking. While there is often a BIOS setting in desktop machines to turn this off, walled garden laptops like mine make it impossible to disable it via the user interface or even their own tuning software.
inmy instance, i have a 5900x with a wraith prism @ 1100rpm, the cpu is clocked at 4.25Ghz all-core at 1.00v, thing desktop idles around 45c and never goes above 65c under any load.. on a wraith prism. if i were to enable PBO or auto boost, it'd easily hit 70-90c under certain loads, but.. i've really only ever seen it hit 4.7Ghz max boost on

Personally I prefer the acpi-cpufreq driver with the conservative governor, so I just blacklist the intel_pstate driver at kernel boot with the intel_pstate=disable parameter. Eventhe most basic of coolers should be capable of cooling things at the stock turbo speed. All MCE does is lock all cores to the single core turbo speed, i.e with the 9700K stock its 4.9 for 1 core, 4.8 for 2 cores, 4.7 for 3 and 4 cores and 4.6 for 5, 6, 7 and 8 core loads. with MCE enabled you get 4.9 turbo across all cores.
